Shelly is an Investment Partner with Sway Ventures, a San Francisco-based venture capital firm, where she leads early stage investing in the Retail and Brands sector. Shelly also invests across the platform of funds at Sway including mid-stage and growth stage funds.

Prior to joining Sway, Shelly founded the Shatter Fund in 2017 to invest in Technology companies led and started by female entrepreneurs. Shatter is the culmination of Shelly’s entire career of working in the Tech industry as a founder, investor, and advisor. Shatter Fund’s LPs include Franklin Templeton as the anchor investor along with UHNWI and Family Offices. Shatter Fund’s investments include Hint Water, UrbanSitter, Fitz Frames, Key Concierge, Hello Alice and more. Under the Shatter brand, Shelly convenes the biannual Shatter Summit to bring together women who are shattering glass ceilings across industries including Sports, Finance, Tech, Venture Capital, and more, to highlight the importance of investing in women on a global scale. Shelly also worked as a Venture Partner at Franklin Templeton. Shelly launched the Shatter Foundation, a nonprofit to bring entrepreneurship education to girls in underserved communities.

Previous to Shatter, Shelly was appointed to the National Women’s Business Council (NWBC) in the second Obama Administration from 2013 – 2016 and served as Vice-Chair of the Women in Public Service Project started by Secretary Hillary Clinton while at the State Department. Shelly served on the Transition Team for then-Attorney General Kamala D. Harris and was a Founding Member of the NFC for the Presidential campaign for then-Senator Harris. Shelly previously served as a National Co-Chair for Technology for Barack Obama’s 2012 Presidential Campaign. 

Shelly is a staunch advocate for STEM education for women and girls in the US and abroad and has worked at the intersection of technology, innovation, and policy throughout her 20+ years in the Tech industry. Shelly is a frequent speaker on entrepreneurship education for girls at leading universities including at the University of Pennsylvania Law School, the University of Maryland College Park (Shelly’s alma mater), and Lady Shri Ram College in Delhi to name a few. Shelly has extensive experience in mentoring and empowering women in the US and abroad. 

Shelly has been named one of the Top 20 Global Influential Indian women by the Economic Times of India and was named to the Forbes ‘40 women to watch over 40’ list. The San Francisco Business Times recognized Shelly as a leading Emerging Manager and Investor. In 2021, Shelly was named one of the Top Innovators by Silicon Valley Magazine. In May 2020, Shelly was appointed to Governor Gavin Newsom's Task Force for Entrepreneurship for the State of California. 

Shelly holds an MS in Management Information Systems and a BS in Management Information Systems from the University of Maryland.
