Shelly is a Partner with Sway Ventures, co-leading the firm’s early stage Retail Tech fund.

Prior to joining Sway, Shelly founded the Shatter Fund in 2017 to invest in Technology companies led and started by female entrepreneurs. Shatter is the culmination of Shelly’s entire career of working in the Tech industry as a founder, investor, and advisor.

Shelly launched the Shatter Foundation, a nonprofit to bring equity in entrepreneurship education to girls in underserved communities. Under the Shatter brand, Shelly convenes the annual Shatter Summit to bring together women who are shattering glass ceilings across industries including the Public Sector, Sports, Finance, Tech, Venture Capital, and more, to highlight the importance of investing in women on a global scale.

Shelly is an Honorary Friend of the US Department of State’s US-India Alliance for Women’s Economic Empowerment.

Previous to Shatter, Shelly was appointed to the National Women’s Business Council (NWBC) in the second Obama Administration from 2013 – 2016 and served as Vice Chair of the Women in Public Service Project started by Secretary Hillary Clinton while at the State Department.

Shelly served on the Transition Team for then Attorney General Kamala D. Harris, and served as a National Co-Chair for Technology for Barack Obama’s 2012 Presidential Campaign.

Shelly has been named one of the Top 20 Global Influential Indian women by the Economic Times of India and was named to the Forbes ‘40 women to watch over 40’ list. The San Francisco Business Times recognized Shelly as a leading Emerging Manager and Investor. In May 2020, Shelly was appointed to Governor Gavin Newsom's Task Force for Entrepreneurship for the State of California.

Shelly holds an MS in Management Information Systems and a BS in Management Information Systems from the University of Maryland.
